It works fine for you because it's your Mega account !
You're supposed to add the decryption key for public downloads.
It's obvious just by looking at your link ,it's too short ,ie: missing the key at the end.
Unless it's a folder link as they can be short sometimes but you need to give share access if it's a folder.
