I'm using a 1440P (2560x1440p) monitor and the game isn't running full-screen for me. I looked in previous forums a guy (rlacy2018) found a solution: "Edit of my edit: I found the solution. For me, it was to set the Windows scaling to the recommended setting, I wasn't thinking that that would affect it. Thanks! Hopefully this helps others if they have the issue too." Right now the game when on full-screen stays at the top left of the screen, while windowed stays right in the middle, but both are not full-screen.
I have tried but don't know how to his solution to practice. I have tried configuring the property settings of the hit and run.exe game/program. Please help, as I would like to play hit and run in fullscreen. It's my first time playing this game too btw, am excited to see how it is.

Fluffy Windows 10 has an issue where the game is unable to run in Full Screen Mode.
Your only option is to use the "Borderless" setting in the mod launcher.
