2 Questions about the modding textures

Using 3D Builder, could we create prominent characters from scratch? So far all I've been able to do is stretch the characters. Another note, the characters inside Lucas' editor are all in the "quatrieme devant" (google image it) position, but that's not their position in the actual game. However, if I edit it (exporting it, making the change to it, and importing the changes) the characters are in the quatrieme devant inside the actual game...anyone know what's going on?
The .obj format does not support any sort of skeletal rigging and as a result exporting and re importing a model will cause it to be lost.
Oh ok, would another format beside .obj work?
