By tracks, are you referring to in-game Level terrain, or in-game musical tracks?
If you're referring to the in-game Levels, then sadly, yes. The game has a hardcoded limit of 7 Leve

If you're referring to the in-game Levels, then sadly, yes. The game has a hardcoded limit of 7 Levels. Trying to do more than that crashes the game. It is possible to create entirely new Levels that replace existing ones, however.
If you're referring to new tracks, then nah. It's possible to create entirely new musical tracks that don't 'overwrite' any pre-existing ones. You can then set them to be used in specific missions or instances (as musical cues for when a player is on foot, during a specific moment in a mission, etc.).
