Strange performance issue

Hi guys, sorry if I created this topic in wrong section
I've just installed Simpsons Hit&Run with latest Lucas Mod Launcher

My PC configuration:
Intel Xeon X5460 3.2 ghz, 1050 Ti, 8 gb RAM

So I'm running the game with default frame limiter from Lucas Mod Launcher, and I also enabled v-sync in Nvidia Control Panel
I ran the game, and everything seems sluggish, something like 30 fps

So I decided to look at the actual frame rate by running Bandicam, and after I opened the game again - everything is perfectly fine now, 62-63 fps according to Bandicam
But then I've closed Bandicam and ran the game again - and it's again sluggish
What could be wrong ?

So I'm just playing with Bandicam
