I don't know if i'm just looking in the wrong place or something. But are there tutorials how to actually mod the game? I found a youtube video about how to add custom cars into the game, but I was more interested in gameplay mods. I was playing Simpson Road Rage recently and was wondering if there was a way to make that step up on Hit and Run map, 2 minute runs and picking up passengers.

Donut Mod introduces a taxi mission type which is similar to Road Rage. The limiting difference is not being able to have a selection of passengers to pickup, but a randomly generated order of passengers. You can decompile the mod and review how that is all setup.
A lot of mods that currently exist are focused on two major pieces, missions and graphical elements (models, textures, etc). As time goes on and more investment is made towards bringing more custom elements, hopefully more gameplay changing mods can be created.
Tutorials are available, though for one reason or another is a bit scattered. We do have a documentation site as well to help you get started.
