Max's advice is a good workaround. I would make the wheels in the middle part of the body mesh.
Also, I suggest lowering the triangle count of the truck model, since it has more than ten times the triangles of most cars in the game. It doesn't matter too much, but the game performs better if you have a normal amount of triangles, and the car will fit in better among the other vehicles. You can make it lower poly by importing it into Blender and deleting unnecessary details and faces in Edit Mode or by using the decimate modifier in Object Mode.

Anyway, I took your guys advice and made dummy wheels, I did however need to move the rear wheel to the back making the torque absolutely horrible. (for aesthetic purposes) but that's all i got so far.
