Is there any change we could get somewhat of a custom hosting service for SHaRmp or something like that to work with through LAN or without internet? I'd really love to have a server for me and one more person, and do some funny tests in there (Instead of filling DT's servers with multiple player instances). Thanks for any kind of response!

If you want to play in a private game, you could create a dummy mod you both use and tick "Hide from play listing". We separate sessions by mods that are active.
