The simple answer is no. While it is possible to edit the ISO to mess with a couple of the game's files (the mission scripts and P3Ds), you'd not only have to recompile the ISO but it only really allows "bare bones" modding. Lucas' Hit & Run Launcher has a lot of hacks that a lot of mods here take advantage of, such as Donut Mod and it's use of lua. There'd be no way to really port the Launcher to the PS2, which means a lot of the mods would have to be left off.
In short, modding is sort of possible on the console versions, but you'd have to recompile the ISO and there isn't a whole lot you can do.
