How do I export and modify animations?

I would like to export the animations for Homer and modify them in blender. Is there a way to export them and the skeleton? Perhaps someone has found a way to export / made rigged characters?

I've got a German copy of the game, which comes with no language options during the installation. I'd much prefer to play it in English though... I found another thread explaining that I'd need an English dialog.rcf file, then I could add a command line to the launcher and I'd supposedly be good to

New custom car crashes game

It has a CON file (copied from the Rocket Car,) P3D with a custom car name & index, phone booth icon, and shop preview. It just doesn't want to work. No problems on my laptop, but whenever I use my computer at my grandma's house, I get an error saying Direct3DX 9 was not found. Both computers run Windows 10, and they've both been scanned for Windows errors at least once, so I don't think its a problem with the Windows install. They are also both
