Where did you enter the cheats? In the PC version of the game, you could enter the cheats only in the in-game options menu. If you enter the cheats in the main menu, the game crashes (as you said on the other topic) but the bug has been fixed recently with newest version of the Launcher, so you can enter cheats on the main menu as well. Also when you enter the cheat in the in-game options menu, do you hold F1 and at same time you press up, down, up and down? Did you hear a horn sound that confirms the cheat?
When you go to a phone booth, do you first enter it and THEN press F2 to make the list of cars appear? Because to me it sounds like you are pressing F2 to directly access the phone booth but it doesn't work that way. You must use it like normal and while at the phone booth screen, press F2.

And then, if it worked, you can go into a phone booth and press F2 to view the cars. In fact, here's a tutorial If it didn't work= Load a game, press ESC, go to the options menu, hold F1 and press up, down, up, down. Stop holding F1, and stop pressing anything really. Go back to the game. Go to the nearest phone booth and press F2. Maybe you weren't typing it in the options menu?(or main menu, if you're using the bug fixes hack.)

The PC version doesn't like to take cheats from the main menu options screen, it can still attempt to take them, but when a cheat code is entered, the game crashes. Use the newer launcher or enter the cheat in the ingame options menu while holding F1, it is hard to tell if the cheat is enabled as no sound will play and no sound will play when incorrectly entered as well so use the console to tell if a cheat works.
